Mark Whitney
Vice President/General Manager

A veteran of the Government system engineering projects and the telecommunications industry, Mark brings over 30 years of experience to CDS Telecom, where is holds the position of Vice President and General Manager. His extensive knowledge of the Government and telecom industry is derived from his early support of ARPA and DISA in the areas of systems engineering, network operations, and field services to his executive leadership positions with Level 3 Communications and Bolt, Beranek, and Newman (BBN).

Most recently, during his 10 year tenure at Level 3 Communications, where he held several service management positions including VP of Government Operations, VP European Operations, as well as, being responsible for Field operations for the Northeast region of the USA during the major build out phase of the Level 3 world wide network.

Prior to his time with Level 3, Mark spent 20 years at Bolt, Beranek and Newman (BBN), including many years of integration and network (NSF, MILNET, DDN) transition support to the (D) ARPA and DISA community for systems engineering, operations, field, and classified programs.

Mark’s take charge approach and customers first attitude along with his experience and team ensure CDS Telecom services are world class.


Art Sanderson
Director of Operations

Art brings over 35 years experience to CDS where he holds the position of Director of Operations. In this capacity, he is involved with all daily operations associated with every project, including classified programs. He brings a passion for the attention to detail necessary to ensure CDS’ circuits meet the stringent criteria for a “five 9's” level of quality.

During Art’s career in the telecommunications industry, he has built out circuits from local Internet connections to trans Pacific multiple country links, supporting all programs and projects and running Network Operations facilities 24 by 7 in several redundant sites in the US and Europe.

Art has supported critical path telecommunications links provided by a multi vendor/carrier topology resulting in high availability facilities with low potential impact due to single event outages. Art has moved traditional copper to fiber and standardized network infrastructures on SONET and WDM platforms. He has also provided engineering and assisted in the network design associated with security systems and video links across wide area networks.

Art has implemented projects which are Windows desktop or server based with Active Directory used across multiple server platforms. During Mr. Sanderson's government career, he has supported network operations and troubleshooting for military efforts associated with nationwide and worldwide deployment of US forces, including that of tactical networks and associated network encryption devices.

Art holds a Bachelors and Masters degree in Mechanical Engineering from the University of Virginia. Art has been a member of the American Society of Mechanical Engineers for 35 years. He established the infrastructure behind the Steven Case Foundation, where he continues to be active.


Tim Harvey

Director of Business Development

Tim joined CDS after spending seven years at Concert Technologies, where he was involved in all aspects of sales, business development, marketing, operations and information technology. Tim was instrumental in helping build the company’s strong relationship with telecom partners, and he spearheaded several Web 2.0 projects involving information-sharing.

Prior to Concert, Tim spent seven years at USA TODAY as a writer, editor and statistician for both the newspaper and the Web site. During his tenure as hockey editor of USATODAY.com, Tim developed exclusive content and a statistical database that was highly-respected within the hockey industry. Tim also wrote one of the publication’s first blogs in 1999.

A graduate of Virginia Tech, Tim is an active member of the Industry Advisory Council, where he serves on a pair of committees focusing on telecommunications and Web 2.0 collaboration initiatives within the government. Tim serves as the communications officer for the IAC Wireless Committee and he co-authored a white paper on the application of wiki technology within the government environment.
